Director Wilker (ウィルカー局長, Wirukā Kyokucho?) is the director of the State Security Service. He is the man who scouted Yuri Briar into the organization and dotes on him because he finds him adorable.

Appearance[]

Wilker appears to be a middle-aged man with receding dirty blond hair and long sideburns to form a mutton chops beard.

Wilker is always seen at SSS headquarters and wears his standard SSS uniform. His distinguishing feature is his dark sunglasses that cover his intimidating eyes.

Personality[]

On the surface, Wilker appears to be a cheerful man and is always seen with a smile. He demeanor allows him to get along with many of his subordinates, whom he sometimes invites out for drinking parties after work. Hiding underneath his jovial demeanor is a man who takes his work very seriously and dislikes those in allegiance with WISE.

History[]

One year before the start of Operation Strix, Wilker recruited Yuri, who was initially working at the Ministry for Foreign Affairs, to the SSS. When asked by his other subordinates why he took on such a young man into their organization, Wilker claimed it was because he found Yuri to be "adorable" and like a "cute little puppy."

Synopsis[]

Secret Police Arc[]

After one of the Lieutenant's subordinate asks why Wilker recruited Yuri, the Lieutenant recounts what the director told him in the past.[1]

Imperial Scholars Mixer Arc[]

After Yuri arrests journalist Franklin Perkin, Wilker congratulates the young man at headquarters and says he is proud of him. Having heard that Yuri has been working a lot despite being a new recruit, Wilker asks how he is doing. Yuri happily answers that this is the job for him and declares to one day catch Twilight. Wilker finds that "real swell" and promises to treat Yuri to a steak dinner sometime.[2]

Red Circus Arc[]

At headquarters, Wilker receives a report from Division 4 regarding the remnants of the Red Circus group and their leader Billy Squire, who has returned to Ostania.[3]

Mole Hunt Arc[]

Wilker sends out a message for an emergency summons, calling all officers to headquarters. Wilker announces to Yuri and the other agents about the return of Winston Wheeler, their intelligence agent from Westalis, who has stolen valuable intel from WISE. He orders them to cooperate with Wheeler's division to secure him once he crosses the border and not to let the pursuing WISE interfere.[4] Later, when the SSS officers arrive at the northwestern region of Shellbury to secure Wheeler, an officer in Yuri's group informs his teammates that Wilker said that their current operation is an unofficial one in order to avoid causing a stir with Westalis.[5]

When Loid disguises himself as Winston to trick the SSS agents, he tells them that he had a yellow gemstone tiepin as his signal, so the agents make a call to Wilker at HQ. After receiving the message, Wilker goes to chat with one of their members, Jeffrey. Wilker reveals to Jeffrey that the agents never specified the gemstone's color, but told other agents different colors. This would reveal who was leaking their information, and Wilker proceeds to expose Jeffrey as a mole for WISE.[6]

Although the SSS's mission ended with a draw, Wilker congratulated Yuri for his fight against Twilight, saying that Yuri was the first ever to land a blow on the spy.[7]

Current Arc[]

After Yuri, the Lieutenant, and Chloe finish interrogating prisoners, Wilker happily approaches the three and invites them to get steak with him tonight. He says they still need to celebrate Yuri's fight with Twilight, especially with the calmer atmosphere, but the Lieutenant sees his words as an excuse to go drinking. Yuri declines to spend time with his sister, so Wilker and the rest of the SSS officers head out to a bar that night. Wilker eventually leaves to go home, after which the Lieutenant invites Yuri to drink with him and their fellow officers.[8]

Wilker, accompanied by other officers, drives out to a mansion in the forest to meet with the Shopkeeper, the leader of Garden. When two officers protest after they are kept from accompanying Wilker to his meeting, he orders them to stand down as the members of Garden could kill them. After attempting to chat with the Shopkeeper, Wilker presents him with a briefcase filled with files for job requests, mostly from Ostania's prime minister. The first is about the left-right power struggle the prime minister is facing while the second is to have Garden's members represent Ostania in their soccer team for the upcoming East-West games. The Shopkeeper turns them both down until he reads the third file, a poaching case on Miteran elk in southwest Ostania. He accepts the job, explaining to Wilker the historical significance of those lands and how it is a demilitarized zone that could cause friction between East and West. Wilker asks him to consider the other files, but the Shopkeeper rejects him, reminding him that Garden acts in service to the nation, not to a politician. While leaving the mansion with his men, Wilker scoffs at the Shopkeeper, saying that his loyalty is to a dead empire.[9]

Abilities and Skills[]

Tactician: Wilker appears to be a well-versed tactician, leading his agents with careful plans and directions. His notable plan was devising a strategy to weed out moles in their ranks by deploying a canary trap. During the mission to secure Winston Wheeler, Wilker had his men inform certain branches of their communications division that the signal to identify Winston Wheeler would be a green tie with a gemstone pin, then told each agent a different color. This way, whoever attempted to impersonate Wheeler with the gemstone color would reveal who the mole leaking their information was.

Wilker is the man who scouted and recruited Yuri to the SSS. While the exact reasons are unknown, Wilker says that he did it because he found Yuri "adorable, like a cute little puppy." Yuri appears to be close with Wilker, who has even invited him out for a steak dinner. This has earned Yuri the reputation of being Wilker's "pet" among his peers.

After hearing about Yuri's long work hours, Wilker asks the young man if he is doing alright with his new job. Yuri exclaims that it is the job for him and that he will one day capture Twilight, which Wilker seems to appreciate.[2] After Yuri's fight with Twilight, Wilker praises him, claiming him to being the first person to land a blow on the spy.[7]
