Anakin Heywood is the foreign minister of Ostania and the man that Edgar attempts to blackmail via photos of him wearing a hairpiece. He is secretly backing Westalis, thus one of Twilight's missions is to save him by acquiring the photos and the negatives himself.

  • His name is only revealed in full in the anime. In the manga, a part of his name was cut off ([…]kin Heywood), and in the fan book he is named "Toupée Politician".

Edgar (エドガー, Edogā?) is the father of Karen and the boss of an unknown organization in Ostania. He expresses strong hostility towards Westalis and their people. He antagonizes Twilight by kidnapping Anya Forger in an attempt to blackmail Twilight into working for him. Ultimately, the safety of his own daughter Karen is used to threaten him into leaving them alone.

Karen (カレン, Karen?) is the daughter of Edgar. Twilight formerly dated her as "Robert" with the intention of investigating her father, later breaking up with the excuse of her having "limited intellect" when she attempts to bring up marriage. Karen is known to have participated in a fair amount of criminal activity, enough to get her in trouble if Twilight so wishes. Using her personal information, Twilight was able to leverage Edgar and made him back off from pursuing the spy.

Nguyen (グエン, Guen?) is an underling of Edgar. He and another fellow subordinate attempted to ambush Twilight at his house, but he ended up getting knocked out himself. Twilight switched identities with him to infiltrate Edgar's hideout and rescue Anya.

Shopkeeper ( (てん) (ちょう) , Tenchō?) runs "The Shop" and Garden, the organization which Yor Forger is employed for as an assassin. The Shop provides Yor with photos of the target, as well as information about their capabilities and defenses. The targets are given to the "Thorn Princess" because they are traitors to the nation of Ostania who they believe must be eliminated. Not much is known about the Shopkeeper, but he has connections to the Ostanian underworld and states that he owes a favor to the former Gretcher head. He is often seen smiling calmly and uses a giant pair of garden shears as a weapon.

Brennan (ブレナン, Burenan?) was the Vice Minister of the Auditing Department and one of Thorn Princess' targets as a traitor to the country. He stayed in Room 1307 of The Royal Hotel, appearing to meet with several other men in suits until they are interrupted by the Thorn Princess and promptly killed.

Murdoch Swan (マードック・スワン, Mūdokku Suwan?) is a 47-year-old man. He is the Economics Teacher and the Housemaster of Dormitory 2, Cline Hall at Eden Academy. He is the only son of the former Headmaster of Eden Academy. His wife filed for divorce a month before the Eden Academy admissions interview, where she won full custody of their only daughter.

Deputy Secretary Zachry Feiss (イケニエール書記官 (しょきかん) , Ikeniēru Shokikan?) is an imaginary person that Yor Forger imagines killing in order to secure Anya's place in Eden Academy. He has a son set to enroll in Eden Academy.

  • In Japanese, his name is a pun on the Japanese word for "sacrifice" (いけにえ, ikenie?). Similarly, his name in English is also a pun on the word "sacrifice"

Benedict Ivan Goodfellow (ベネディクト・アイヴァン・グッドフェラー, Benedikuto Aivan Guddoferā?) is the current headmaster of Eden Academy. During the entrance ceremony for the new Eden Academy students, he gives a speech welcoming them. According to some facility members, he does not accept "donations" from parents and cannot be bought.[1]

While checking the rehabilitation pool's temperature, he accidentally falls in and nearly drowns without any adults realizing it. Anya is able to read his thoughts and realize where he is, jumping in to save him and earning herself a Stella Star.

Keith Kepler (キース・ケプラー, Kīsu Kepurā?) was the leader of a terrorist group, consisting of isolationist college students from Berlint University, intending to assassinate Minister Brantz to start a war between Westalis and Ostania. He also registered two vans under the name, "Kevin Knowles".

He is rather cruel and callous, willing to use bomb dogs as part of his assassination plan, ordering his followers to kill Anya Forger when she overhears his plans, and willing to kill other Ostanian citizens as collateral damage from his explosive trap. He is also very intelligent, able to throw together an explosive trap that would have taken Loid Forger's life if not for Anya's intervention. In the end, his plans failed due to the Forger family playing a key part in stopping him, and was later arrested.

Minister Brantz (ブランツ大臣, Burantsu Daijin?) is a foreign minister from Westalis planning to attend a summit in Ostania and the target of Keith Kepler's assassination plan. Twilight temporarily impersonates him in order to draw out the terrorists. Later, he is enraged by the lack of strawberries for his birthday cake caused by the unlawful export restrictions, resulting in Fiona Frost being assigned to resolve the situation.

  • He appeared briefly on TV in Mission 12, meeting with Ostania's Foreign Minister Windsor for six days of talks.

Franky falls in love with her and tries to get Loid to help him get a date with her. However, when Franky stumbles asking her out, Monica rejects him before he can even finish asking her out.

After the Imperial Scholars Mixer, he helps with the laundry at Cecile Hall and is assigned to take Damian and his friends on a field research trip after Henry punishes them for fooling around during chores.

The twins Anan and Catan Bolic (アナンとカタン・ボリック, Anan to Katan Borikku?), also known as the Bolic Brothers, are Twilight and Nightfall's second match in Campbelldon and belong to Dressen, a member of Campbell's illicit tennis club. They take a trial version of a doping agent called "OSO-R" developed by Dressen during the tennis competition. Anan is the older of the twins and has short hair and Catan is the younger of the twins and has long hair.

  • Anan Bolic is the older brother and wears a white cap, while Catan Bolic is the younger brother and wears a black cap.
  • Their names are a reference to anabolic and catabolic, types of metabolic pathways as well as types of steroids.

Pance Karmer (パンス・カーマー, Pansu Kāmā?) was a 52-year-old man and a former soldier who bounced from job to job after the war, racking up multiple arrests for assault. Still affected by the war, he was obsessed with "punishing the corrupt" and sent a death threat to Jonas Wellman, intending on assassinating him for what he saw as "sowing discord between the East and the West". Ultimately, he was incapacitated by Sylvia Sherwood and captured by WISE.

She also appears to be familiar with Yor as she is suggested to be a regular at the shop.

The poison fails so he instead tries to make a bomb to take her out, but Anya makes the bomb first and shocks him into quitting his life of crime by reading his mind.

When Yor Forger sings a lullaby to Loid, he is reminded of his mother and the lullabies she used to sing to him.

He is the informant or "ops guy", referred to as "Snoops" (, Mimi?) by Sniffer, that was known to provide information regarding Olka Gretcher's location and identity to the assassins and seems to have been hired by Leonardo Hapoon. He placed a multitude of bugs all over the Princess Lorelei and was capable of listening to every single conversation through these bugs in order to obtain information. Upon realizing that all the assassins were wiped out, he sets up explosives around the ship, planning to sink it, and tries to escape on a raft. His escape is interrupted by Sniffer, who fights him for a place on the raft. Their raft is then overturned by the bomb's explosion and they are seen being circled by sharks.

He is one of the assassins that was hired by Leonardo Hapoon to kill Olka Gretcher. He appeared to act as the leader of the assassins, relaying orders to the other assassins and acting as Snoops' main contact. He has an extremely strong sense of smell, using it to identify Olka Gretcher's perfumes and tracking her through her scent. Despite this, he appeared to lack combat ability, mostly seen sending out the other assassins against Yor and escaping after Matthew McMahon shoots at him. He soon realizes Snoops' plan to blow up the ship and tries to escape on the raft as well, but they end up fighting each other. Their raft is then overturned by the bomb's explosion and they are seen being circled by sharks.
Swordsman

He was one of the assassins targeting Olka Gretcher. He was a highly skilled swordsman, capable of taking out Matthew McMahon in one move and fighting Yor Forger one-on-one. He was eventually defeated after Yor is reinvigorated by thoughts of her family and manages to retrieve her weapon.

He is an occupant of the apartment that was set on fire. He helped evacuate the other inhabitants of the apartment and tries to stop Loid Forger from running in after Bond. When Bond catches fire after their escape, the old man helps douse him with water and is amused at the sight of a wet Bond.

He was responsible for the arson of the apartment building, as well as other recent arsons in the area. He is excited by the sight of his handiwork, remaining at the scene to watch. With Bond's sense of smell, he is able to find him and incapacitate him with Loid's help.

A recruiter for Westalian Intelligence. He figured out Loid Forger's true identity after his reunion with his childhood friends and suggested that Loid join them, threatening to have him court-martialed for lying about his age and identity to enlist otherwise.
