The Berlint University Student Terrorists was a group of isolationist terrorists from Berlint University, Berlint, Ostania, led by Keith Kepler. They are the main antagonists of the Doggy Crisis Arc.

History[]

Berlint University student Keith Kepler desired to break the thin veneer of peace between his home nation of Ostania and its neighboring country, Westalis, and restore Ostania to its "former glory" by bringing Westalis down through war. Keith began his plans to achieve this goal by forming a terrorist group with fellow students who shared his ideals. The students established several locations for their base of operations, using warehouses near the university, an animal shelter, and a room above a local bar.[1] Keith decided to instigate war by assassinating Westalian Foreign Minister Brantz on the day of the East-West ministerial summit in Berlint.

Making the preparations for his plan, Keith and the group purchase former test subject dogs from the black market, planning to use them as suicide bomb dogs to send after Brantz, two of those dogs being Bond and Aaron.[2]

After acquiring the dogs, Keith begins to set the plan into motion. The group rehearses their plan and stakes out the site, planting several bombs throughout Berlint. On the day of the summit, Westalian Intelligence catches word of the group's plan. They capture Kris, who was loitering around the Westalian Embassy, and Sylvia interrogates him. However, Kris refuses to sell out his comrades, causing them to call in Loid Forger, aka Twilight, for help. After watching home videos of Keith, Loid manages to impersonate him to trick Kris into believing that Keith betrayed him by using him as a scapegoat for his plans. To save himself, Kris reveals to Sylvia the names of his fellow group members, their hideout spots, and their planned method to assassinate Brantz.

At their hideout in the city, two members go out for a walk with Bond and Aaron. On their way back to the hideout, they unknowingly attract the attention of Anya Forger, who curiously follows them to their hideout after seeing her and her family in Bond's mind through her telepathic powers. At the hideout, Keith goes over the plan with the others, which Anya overhears. Kurt catches Anya eavesdropping and reveals her to the group, so Keith attempts to kill Anya to silence her.[1]

Bond protects Anya from Keith by jumping between them. The group intimidates Bond into submission but gets distracted by a phone call from Kim, who saw their other hideouts getting raided by agents. Inferring from Kris's absence that they have been sold out, Keith orders the group to switch to their "Plan B." He then realizes that Anya and Bond have slipped away. As she saw their faces, Keith and Kurt take Aaron and go after the two, but not before Keith orders the others to clear the hideout and disperse.

Keith and Kurt corner Anya and Bond, but before Kurt can kill her, he is knocked out by the girl's mother, Yor.[3] Keith attempts to have Aaron kill the two, but Yor scares the dog into running away. Having caused a scene, Keith flees, ditching Bond and retrieving Aaron. Kurt is arrested after Yor reports him to the police. WISE intercepts a report regarding one of the student terrorists on the move, and Sylvia deploys agents to position themselves on the group's potential routes. The agents capture seven students in total and interrogate them on Keith's whereabouts and the location of their bombs. Sylvia takes over the interrogation and berates the students for their ignorance, disgusted by their plans for war, and they reveal four potential locations.

Keith witnesses the arrest of his fellow members by the agents and decides to carry out the plan alone. After familiarizing Aaron with a sample of Brantz's scent to track, he plans his next move. Assuming that his "Plan B" positions have been compromised, Keith realizes he can use the security around the clock tower to lure the pursuing Western spies into a trap.[4] Keith plants a bomb hidden behind a door inside the clock tower, rigging it to explode if opened. While he does think of the innocents who will get caught in the explosion, Keith justifies it as a necessary sacrifice to the group's cause. After completing this, Keith lurks near the hotel Brantz is staying in.

Had Keith's bomb at the clock tower gone off, it would have resulted in a disastrous explosion that would have killed Loid. Furthermore, Minister Brantz's assassination would have been successful, leading to Westalis holding the Ostanian government responsible and the war the group wanted becoming an inevitable reality. Anya witnesses this future through Bond's precognitive powers and quickly hurries to prevent it. Anya realizes she is unable to dismantle the bomb, but she leaves a warning at front of the door for Loid to see when he arrives. Thanks to the warning, Loid discovers the trap, which he leaves for the SSS to handle.

Deducing Keith's next move, Loid goes to Brantz's hotel room and takes the minister's clothes for his disguise. Knowing Aaron will follow Bratz's scent, Loid drives off disguised as Brantz to lure Keith to the other agents, and Keith takes the bait. The agents attempt to ambush Keith on the road but crash after he flips over their car with a stick bomb. Keith catches up to "Brantz" running after hitting a dead end and sends Aaron after him.[5] Aaron eventually corners and pins down Loid, after which Keith detonates the bomb. However, Loid had already removed the bomb from Aaron and thrown it into the nearby river as it exploded, shocking Keith.

With his plans in ruins, Keith attempts to escape but gets stopped by Yor once again. Their brief reunion results in Keith crashing his car, after which he is apprehended by the police, stopping him for good. With all of the terrorists arrested, WISE takes the dogs into their custody instead of returning them to Ostanian government.[6] Bond gets adopted into the Forger family at Anya's behest while Sylvia adopts Aaron[7], with both dogs receiving better lives with their new families.

Trivia[]

  • The group is loosely based on the Red Army's anti-tank dog program, with the twist of having Nazi-inspired terrorists adopt it.
  • Several of the group members, including Kris, have the symbol "K9" on their clothing, placed somewhere on their jacket or hat.[8] This is in reference to the terrorists' use of dogs as bomb carriers.
    • In the anime, Kris is the only member with the symbol on his clothing, with it being removed from the other members who have it in the manga.
    • In Kurt's case, he simply has a pin of the letter "K" on the lapel of his blazer.
  • All the named group members' names start with the letter K: Keith, Kris, Kurt, Kevin, and Kim.
